Right to Buy History

Right to Buy is a government-backed scheme in England that allows eligible council tenants to purchase their homes at a reduced price. Introduced in 1980, the programme has enabled approximately 2 million council properties to move into private ownership over the past four and a half decades. While the scheme was once far more popular, participation has declined due to a reduction in available council housing and changes to the level of discounts offered over time.

The scheme is no longer available in other parts of the UK. The Welsh Government ended Right to Buy in 2019, and Scotland abolished it in 2016. However, eligible council tenants in England can still apply to purchase their homes through the scheme today.
